Club Penguin EPF Message From Dot Replaced With One From The Director

For whatever reason, offering no explanation whatsoever, Club Penguin has replaced the new EPF message from Dot with one from the Director.

It reads:

Agents. Communications have been restored. If you see Rookie, tell him to visit my office. Immediately.

I wonder what happened?
